Tomos Bright, 19, of Mabey Close was caught behind the wheel while more than twice the legal alcohol limit has been banned from the roads. He admitted committing the offence in Stokes Bay Road.  A test revealed his breath contained 83 microgrammes of alcohol per 100 millilitres.  The legal limit is 35. Bright
